SPECIAL BOARD MEETING of August 22, 2007, with Mayor Don Mullen and Commissioners Alan Marsh, Amy Patterson, Hank Ross, H. N. James, and Dennis DeWolf present.

Also present were Richard Betz, Kim Lewicki, Jim Lewicki, Linsey Wisdom, Mitchel Sorin, John Fisher, Bob Kieltyka, and others.


I.    Call to Order.

The Mayor called the meeting to order at 7:00 p.m.


II.    Business.

1.    The Town Administrator reported that the Public Works Committee had met on Monday with District Engineer Wesley Grindstaff.  Mr. Grindstaff had offered to hold a public informational meeting at 3:00 p. m. on September 17 to explain the effects of dedicating right-of-way along Hickory Hill Road to property owners along the road.  The Committee had also recommending holding off this year on the bicycle path improvements along Chestnut Street between Fifth and Sixth; the consensus was that a sidewalk, which had not been funded this year, should be requested next year along this portion of the road.  The Board agreed to discuss this further at the next meeting.

2.    Mitchel Sorin and John Fisher were present to receive input on the conceptual site analysis and other information they had presented to the Board on June 27.  In a wide-ranging discussion, the Board reviewed the Town Hall plans with the architects.  Some of the main items agreed to by consensus were as follows:

● Police Department offices should be located in the Town Hall building, but the magistrate, intoxilyzer, and holding cell should remain in the old Police Station building for security reasons.

● An amendment should be drafted waiving setbacks on the Town Hall property.

● A visitor center should be located in the building.

● Preliminary cost estimates should be developed when the schematic plan is refined.

Mssrs. Sorin and Fisher were asked to work on the plans and schedule a meeting when the conceptual plans and cost estimates were ready.


III. The Board agreed by consensus to adjourn.

There being no further business to come before the Board, the meeting was declared by the Mayor to be adjourned at 8:15 p.m.
