SPECIAL BOARD MEETING of August 23, 2006, with Mayor Don Mullen and Commissioners Alan Marsh, Amy Patterson, H. N. James, Dennis DeWolf, and Hank Ross present.

 

Also present were Richard Betz, Lamar Nix, Selwyn Chalker, Bill Harrell, Adam Thompson, Becky Veazey, and others.

 

 

I. Call to Order.

 

The Mayor called the meeting to order at 7:00 p.m. 

 

 

II.    Approval of Agenda.

 

Copies of the agenda had been distributed by mail.  The Town Administrator requested that a personnel matter be discussed in Closed Session at the end of the meeting.

 

MOVED BY COMM. PATTERSON, SECONDED BY COMM. MARSH, AND UNANIMOUSLY CARRIED TO APPROVE THE AGENDA AS AMENDED.

 

 

III. Business.

 

1. The Mayor introduced Becky Veazey from the MAPS Group, which had been retained by the Town to conduct a Salary Study through contract with the League of Municipalities some time ago.  In an informal presentation, Ms. Veazey presented an overview of classification and pay plans, then distributed copies of the study prepared for the Town and reviewed it in some detail.

 

The Town Administrator then distributed copies of a report he had prepared, based on the study, making the annual recommendations for salary increases which had been deferred from the first of the fiscal year until the Salary Study had been presented.

 

2. MOVED BY COMM. MARSH, SECONDED BY COMM. DEWOLF, AND  UNANIMOUSLY CARRIED TO GO INTO CLOSED SESSION PURSUANT TO G. S. §143-318.11(A)(6) TO DISCUSS A PERSONNEL MATTER.  All present left the room except the Clerk, Recreation Director, and Police Chief.

 

The Town Administrator, Police Chief, and Recreation Director briefed the Board on a personnel matter involving Bonnie Bryson.

 

MOVED BY COMM. JAMES, SECONDED BY COMM. MARSH, AND UNANIMOUSLY CARRIED TO GO INTO OPEN SESSION.

 

3. The Board agreed by consensus to continue the suspension of employment of Bonnie Bryson without pay.

 

 

IV.    MOVED BY COMM. PATTERSON, SECONDED BY COMM. DEWOLF, AND UNANIMOUSLY CARRIED TO ADJOURN.

 

There being no further business to come before the Board, the meeting was declared adjourned by the Mayor at 9:06 p.m.
