SPECIAL BOARD MEETING of May 31, 2006, with Mayor Pro Tem Amy Patterson and      Commissioners Hank Ross, H. N. James, Dennis DeWolf, and Alan Marsh present.  Mayor Mullen was out of Town.

 

Also present were Rick Siegel and Adam Thompson.

 

 

I.    Call to Order.

 

The Mayor Pro Tem called the Special Board Meeting to order at 7:00 p.m. and stated that the purpose of the meeting was presentation of the FY 06-07 Budget.

 

 

II.  Business.

 

Each Board member had received a copy of the FY 06-07 Budget and Budget Message and proposed amendments of water, sewer, and solid waste rates.  The Town Administrator proceeded to review the Budget Message in detail.  Among the items discussed were the following:

 Macon County funding for Recreation.

 

The possibility of requesting Macon County funding for the School Resource Officer.  The Town Administrator was asked to obtain information on other County SROs.

 

A proposed ad valorem tax increase from $0.16 to $0.18 per $100 valuation.  The Board agreed to add another $0.01 to the tax increase and place the additional $115,000 in tax revenues into a capital reserve fund toward Town Administration facilities.

 

A proposed water rate increase.  With a suggested change made by the Finance Committee at its May 24 meeting, the rate increase is anticipated to generate $66,000 in revenue above expenditures.

 

A proposed sewer rate decrease from 130% to 80% of water in order for sewer operating revenues to remain revenue neutral.

 

A proposed solid waste rate increase.  The Board also discussed dumpsters and the possibility of recycling paper.

 

 

III. The Board agreed by consensus to adjourn.

 

There being no further business to come before the Board, the meeting was declared adjourned by the Mayor Pro Tem at 7:45 p.m.
